FWIW, I just redid the quest on my ele. No insignia, no weapon mods, no nothing, just ran it through. There's two simple tactcs: (1) try to target the same guy that Kilroy targets; (2) use the highest available punch, but take care not to waste too powerful stuff on guys near death. And if you get knocked out mash the res skill until you're up again. That's about it.
